Accepted Qualifications

Below are the qualification combinations currently accepted for registering as a Domiciliary Care Manager (adult services). You must hold all qualifications within the option you choose.

Option 1

  • City and Guilds Level 4 Preparing for Leadership and Management in Health and Social Care
  • City and Guilds Level 5 Leadership and Management of Health and Social Care: Practice

Option 3

  • City and Guilds Level 4 Professional Practice in Health and Social Care
  • City and Guilds Level 4 Preparing for Leadership and Management in Health and Social Care
After registration

If not already completed, you must complete the following within three years:

  • City and Guilds Level 4 Preparing for Leadership and Management in Health and Social Care
  • City and Guilds Level 5 Leadership and Management of Health and Social Care: Practice

Option 4

  • City and Guilds Level 2 Health and Social Care: Core
  • City and Guilds Level 3 Health and Social Care: Practice (Adults)
After registration

Required within three years:

  • City and Guilds Level 4 Preparing for Leadership and Management in Health and Social Care
  • City and Guilds Level 5 Leadership and Management of Health and Social Care: Practice

Option 5

  • City and Guilds Level 4 Professional Practice in Health and Social Care
After registration

Required within three years:

  • City and Guilds Level 4 Preparing for Leadership and Management in Health and Social Care
  • City and Guilds Level 5 Leadership and Management of Health and Social Care: Practice

Option 6

  • A degree in Social Work, Nursing or Occupational Therapy
  • Postgraduate Certificate in Managing Practice Quality in Social Care (TMDP)

Option 7

  • A degree in Social Work, Nursing or Occupational Therapy
After registration

Required within three years:

  • A generic management qualification, minimum level 3, containing 37 credits and assessed in the workplace while working in a relevant role.

Discontinued Qualifications Still Accepted

Some older qualifications remain valid for registration. One of the following is required:

  • Level 5 Diploma in Leadership for Health and Social Care Services (Adults’ Management) Wales and NI
  • NVQ 4 Leadership and Management for Care Services
  • NVQ 4 Management (Assessed in a Social Care Setting)
  • NVQ 4 Registered Managers Award
  • NVQ 4 Health and Social Care (Adults)
  • NVQ 4 Care
  • Diploma in Domiciliary Care Management
  • Any level 3+ qualification listed on the Qualification Framework for domiciliary care support workers
  • University of South Wales Certificate – Step Up to Management (SCW)
  • Social Work Qualification approved by Social Care Wales
After registration

Required within three years:

  • Level 5 Diploma in Leadership for Health and Social Care Services

Qualifications Gained Outside Wales or Not Listed

If your qualification is not listed but is relevant to social care management, you can request an assessment through the Qualification Equivalency Assessment (QEA) process.

Before submitting, check the precedence list to see whether your qualification has already been reviewed.

Employer Responsibilities

Employers must ensure that managers working with adults and children have the correct qualification units for both groups, as well as the necessary knowledge and skills.

“The service provider must ensure that at all times a sufficient number of suitably qualified, trained, skilled, competent and experienced staff are deployed to work at the service.”

Relevant qualifications are included within this framework.

Induction Requirements

Employers must ensure all new managers complete an appropriate induction using the All Wales Induction Framework.

Managers should also receive:

Continuing Professional Development (CPD)

All registered persons (except social work students) must maintain a record of their continuing professional development.
